Regular Meeting of the Board Of Supervisors
November 8, 2012
ATTENDANCE:
Supervisors; Chairman George C. Fluhr, Vice-Chair Gregory Hoeper, Keith Raser and others on the attached list.
MEETING CALLED TO ORDER at 7:31pm – PLEDGE OF ALLEGIANCE RECITED.
APPROVAL OF MINUTES:
- Motion to approve minutes of the Special Meeting of the Board on October 11, 2012, made by Vice-Chair Hoeper, second by Supervisor Raser, motion carried.
- Motion to approve minutes of the regular meeting of the Board on October 11, 2012, made by Supervisor Raser, second by Vice-Chair Hoeper, motion carried.
- Motion to approve minutes of the Special Meeting of the Board on October 23, 2012, made by Vice-Chair Hoeper, second by Supervisor Raser, motion carried.
APPROVAL OF EXPENDITURES:
- Motion to approve expenditures as listed for October, 2012, made by Vice-Chair Hoeper, second by Supervisor Raser, motion carried.
APPROVAL OF TREASURERS REPORT:
- Motion to approve Treasurer’s Report for October, 2012, made by Supervisor Raser, second by Vice-Chair Hoeper, motion carried.
PLANNING COMMISSION
- Mary Louise Beilman: Maps, application and advertisements were reviewed at October 12, 2012 meeting. The only outstanding item for approval of this application was proof of advertisement. Said proof was submitted. Motion to approve Consolidation/Subdivision made by Supervisor Raser, second by Vice-Chair Hoeper, motion carried.
SOLICITORS REPORT
- New Law Act 191 of 2012 Cell Towers – involves the ability to expand. Also, Small Games of Chance laws have changed under Act 2 of 2012 increases the amount of money and Act 194 which exempts smaller amounts of money from reporting requirements.
ANNOUNCEMENTS
- Shohola Township Volunteer Fire & Rescue has tickets on sale for their 2nd Annual Italian Buffet, being held on this Saturday, November 10, 2012, from 4:00 to 7:00pm. Ticket prices are $10.00 for adults; Children ages 6 to 10 $6.00and Children age 5 and younger eat for free.
- Shohola Railroad and Historical Society will be hosting a Dinner Theatre at Rohman’s on November 18th, 2012 at 4;00pm. Seating is limited so please make reservations early by calling Martha Shadler at 570-296-2304. Tickets $35.00 per person.
- Shohola Township Park & Recreation Committee in conjunction with the Shohola Railroad and Historical Society and the Shohola Township Volunteer Fire & Rescue will be hosting their 3rd Annual Tree Lighting Ceremony on Friday, December 7, 2012 at the Caboose. This event starts at 6:00pm.
- Michael Sullivan, Pike County Economic Development Authority – Presented to the Board and the public a Tax incentive program.
OLD BUSINESS:
- Purchase new Police Vehicle. Motion to purchase a 2013 Ford Interceptor Utility, made by Supervisor Raser, second by Chairman Fluhr, motion carried.
- Decal New Police Vehicle. Motion to purchase Police Decal for new vehicle in the amount of $750.00 made by Chairman Fluhr, second by Supervisor Raser, motion carried.
- Purchase of new Road Department Vehicle. Motion to purchase 2012 Dodge Ram 550, made by Chairman Fluhr, second by Vice-Chair Hoeper, motion carried.
- Motion to have the Chairman and Secretary execute all documents required in order to close the loan to purchase new Township Vehicles, made by Supervisor Raser, second by Vice-Chair Hoeper, motion carried.
- Advertisement to sell old Township Vehicles: Tabled.
NEW BUSINESS:
- Minutes to be placed on the Township website, made by Chairman Fluhr, second by Supervisor Raser, motion carried.
REPORTS TO THE BOARD
- Sewage/Zoning – 7 Zoning Permits; 2 Sewage Permits and 1 Well Permit. 3 Violations were dealt with.
- Police – Report Attached
- Road Department Has been spending a lot of time cleaning up after Hurricane Sandy and is preparing for winter.
- Park Committee – Advised the public on the success of the Boy Scouts 5K Run and Pumpkins in the Park.
- Fire Department – 8 Fire Calls and 19 Emergency Calls for the month of October.
PUBLIC COMMENTS:
- ·Carrie Thomas – Thanked the Board for putting the minutes on the website and proceeded to ask if the public can be provided with a copy of the draft minutes before each meeting.
- ·Solicitor Ohilger advised the Board that he would not recommend providing draft minutes which are not official records of the Township.
- ·Maryanne Yeaw – advised the Board that it took six weeks for a Zoning Permit to be issued. She suggested that the Board replace Robert DiLorenzo during the reorganization meeting in 2013. Mrs Yeaw also asked why she couldn’t determine the amount of money spent during the PSATS Convention by each employee. Secretary Blume advised her that all refunds for out-of-pocket expenses were made in the individual paychecks. Mrs. Yeaw commented that she would like to find out what exactly was being spent.
